A fair question, Umair. I think there's another element: the prevalence in the West of the creed of neoliberalism which is essentially laissez faire capitalism with a few bows and gewgaws.

This also accounts for the "herd immunity" fantasy which has quite a nasty undertone of eugenics (the strong will survive and the weak will perish.)

Luckily, the weak are black, brown and poor people so that's all right then. Elderly white people won't mind sacrificing themselves in the cause of a race purified of weakness by covid 19...

Confucian capitalism, on the other hand, seems to deal quite well with a pandemic, once you've got rid of the scared bureaucrats who try and hush up the early deaths. There seems to be a greater level of voluntary social cohesiveness. Confucius always emphasised the importance of duty: something you do, even though you may not like it, because it helps someone else. That helps a lot with all the effective controls of covid - mask wearing, social distancing etc. You do it as a civic duty, which helps keep potential rebels in line because of the risk of shaming.

Also, having a functioning government is important. If instead you have a shambolic bunch of chancers in it to make their billion, as we do in the UK and also the USA, that makes any kind of coherent strategy very unlikely.

As you can see from the figures, currently proudly topped by the UK's curve, heading for the stratosphere of asymptosis.
