We have to start thinking about the next Civilization, not this one. I don't think this one is very likely to do anything at all about climate collapse, let alone any of the difficult options. The politicians, economists and bureaucrats are so tangled up with the fossil fuel companies and industrial agriculture, I don't see them getting free.
We need to think about AFTER the crash - the economic crash, the supply chain crash, the food availability crash (a.k.a. famine) and the next pandemic (bird flu? kills 50% of symptomatics) and the wars that will probably engulf everywhere, starting with rockets and drones and ending with Molotov cocktails and rocks.
After the fourth horseman has left the scene, we can start to rebuild.
